Spacers should make little to no difference (Unless they are something silly like 50mm+). With the air boundary layer and turbulent air generated by the rotation of the wheel, sticking out a bit will have negligible effect on mpg.

Re-maps almost always reduce mpg, as a remap is normally done for more power, hence more fuel and air is needed.

To increase mpg, look at unsprung mass. Ligher alloys (Forged)? Brake Calipers (Aluminum).
Tyres will also play some part in rolling resistance.

And the biggest improvement to MPG would be alterations to your right foot.

Best thing to do is just enjoy the car. If you want great mpg, buy a Polo or Prius
