I've been looking at The Exchange and forum posts about building houses (I'm new to Sims 3). I keep seeing this "no cc" mentioned but I don't know what it means or why people think it's important.
Thanks if anyone can help me.

It means there's no Custom Content that players have made. Only stuff that comes from the game.

It means that there is "No Custom Content" on the creation. Meaning that their isn't any third party content

You often will see items in the Exchange with comments like "no CC" and "no CAP" or "no Create-A-Pattern". This means that the items has no third-party content. Many simmers do not want anything installed in their game that uses content made by anyone other than Electronic Arts. Some custom content can causes gameplay issues or otherwise affect your PC. It it important to potential downloaders for the item to be free of such content.

You might get more people to download it. But the important thing is that if you do have it, say so in the description. "Uses CC from somewebsite.com".

So, am I okay if I'm just recoloring stuff from EPs so long as it's not from Create a Pattern where I've added my own patterns? I'm sorry for asking so many questions - I would rather ask questions now than get it wrong and annoy people later.
I don't download from other sites - don't know how to yet anyway. I can't even get CAW to install or get CAP to upload anything, lol.

You'll be fine. And by all means do what you want to do. If you use custom items, please mention it in the description is all. It's not mandated, just a courtesy to others. The important thing is for you to have fun with The Sims 3. :P
P.S. Not everyone is turned off by custom content. Some people download from the Exchange looking for it. It's a good idea to have Custard and Dashboard so that you know what you're getting and manage it, however.

Sometimes a Sim looks a certain way on The Exchange, then you download them and they look completely different because everything that made them look interesting was custom content that isn't on your computer. Or sometimes you download a Sim from The Exchange and it installs additional items to your game, which were .sims3pack custom items that the uploader used. Saying "no CC" just lets you know that those things won't happen when you download their Sim, and that the download is essentially clean.
